Building Modernization Act: Karlsruhe Decision Creates Clarity

The Federal Constitutional Court in Karlsruhe has rejected the urgent application filed by the Left Party parliamentary group against the adoption of the new Building Modernization Act (GModG). Dr. Timm Kehler, CEO of Die Deutsche Gas- und Wasserstoffwirschaft (German Gas and Hydrogen Industy), welcomes the fact that this clears the way for the conclusion of the parliamentary process:

“The decision from Karlsruhe provides the necessary clarity. It is important that the Bundestag concludes its deliberations on the Building Modernization Act within this week. After months of uncertainty, the heating market finally needs a reliable framework—for property owners, landlords, the skilled trades, the energy industry, and consumers.

The law also firmly establishes the green gas quota. It makes clear that climate neutrality in the building sector can also be achieved through the gradual decarbonization of the energy sources used. This is a technology-neutral and practical approach that utilizes existing infrastructure and removes uncertainty from the market.”
